Purpose

This policy aims to provide clarity and guidance to all stakeholders of THD who are involved in the RPL assessment process, particularly staff and learners.

Recognition of Prior Learning (RPL) is an assessment method that considers whether a learner meets the assessment requirements for a unit through knowledge, understanding or skills they already possess and do not need to develop through a course of learning.

RPL recognizes achievement from a range of activities using any appropriate assessment methodology. So long as the assessment requirements of a given unit or qualification have been met, the use of RPL is acceptable for claiming a unit. Evidence of learning should be valid and reliable.

Scope

This policy is relevant to programs and learners who have obtained prior qualifications or competencies before enrolling in any related course at THD and for THD learners.

Timeline: 10 days

Application for RPL

  • RPL is particularly useful to learners who do not have formal qualifications, but wish to gain all or part of a qualification without having to undertake a formal learning programme.
  • RPL focuses on assessment and awarding for prior learning which may count as evidence towards a unit which can then be accumulated towards a full qualification.
  • THD will evaluate all evidence for RPL claims using the required learning outcomes and assessment criteria from the unit claimed. In assessing a unit through RPL, the Programme Coordinator must be satisfied that the evidence produced by the learner meets the learning outcomes and its related assessment criteria. Course Coordinators, along with a member of the Programme Team, will have sufficient expertise and knowledge to facilitate this and make decisions about RPL.

RPL criteria

Qualification Age: The academic qualification must have been completed within the last 10 years.
Credit Limit: Maximum credits exempted will not exceed 50%.
Assessment: The qualification must have at least an 80% match with the learning outcomes of the applicable unit/module.
Deadline to apply : RPL applications should be submitted at least 15 days before the start of the course in which the candidate wishes to registe

RPL Adviser
  • Coordinates the RPL process at THD.
  • Ensures that the principles and requirements of this policy are met, and that information about the process is clear and transparent, applicants are aware of the assessment criteria, and assessment is documented.
  • Provides guidance and support to applicants making a claim.
  • Helps applicants compile the portfolio of evidence.
  • Liaises with the Course/Programme Coordinator.
  • Monitors the number of claims and reports to the Centre Head.
Course / Programme Coordinator
  • Provides guidance to applicants.
  • Receives formal applications of RPL claims and supporting evidence.
  • Provides subject-specific advice on claims of prior experiential learning.
  • Authorizes recommendations of assessors.
  • Provides feedback to applicants as appropriate.
Assessor
  • Assesses the evidence provided by the learner against the learning outcomes and assessment criteria of the unit.
  • Documents decisions, recommends the award of credit (if applicable), and reports the recommendation to the Course Coordinator.
Centre Head
  • Ensures that the RPL arrangements are monitored and reviewed in line with THD’s RPL policy requirements.
  • Provides staff development opportunities for those handling RPL claims.

The RPL assessment process

When considering a claim for RPL, the assessor will make an assessment of the evidence of learning against the following criteria:

  • Validity – where there is a suitable match between the evidence presented and the learning being demonstrated, and the evidence is valid and reliable.
  • Sufficiency – where there is sufficient evidence to fully demonstrate the achievement of the learning claimed.
  • Authenticity – whether the applicant actually completed what is claimed in the submission, and that the evidence is authentic.

As part of the RPL assessment process, assessors will also consider:

  • Whether the learning claimed is clearly articulated in terms of outcomes.
  • How closely the learning claimed relates to the applied programme.
  • Whether the applicant has identified the units from which they would like to claim an exemption.
  • Whether there is evidence that the learning outcomes of these units have already been met through prior learning.
  • Whether the learning claimed is at a comparable level to that of the applied programme.
  • Whether there is sufficient evidence for the outcomes claimed.

The following assessment methods can be used to assess evidence in order to demonstrate prior
learning:

  • Practical demonstration or task.
  • Completion of a piece of work along with a reflective account of the learning achieved.
  • Presentation of a product.
  • Submission of a portfolio of evidence or an e-portfolio.
  • A face-to-face interview or oral discussion, which could be used to establish the currency of certificated evidence.

RPL assessment as above, applies to both formal learning (where formal learning and credits/qualification have been awarded) and informal learning (where prior learning is non-certificated or no credits have been awarded for relevant skills and knowledge).

Stages

Stage 1 – Initial enquiries
Will include an initial interview with the RPL Adviser to discuss whether the applicant has relevant prior learning.

Stage 2 – Providing advice
Advice on documentary requirements provided.

Stage 3 – Formal application

  • Complete the RPL application form.
  • Assist with the preparation of evidence, e.g., portfolio and mapping process.
  • Map prior achievements against the requirements of the unit for which prior learning is being claimed.
  • Gather evidence to demonstrate achievements.
  • Submit documented evidence, e.g., in portfolio form.

Stage 4 – Assessing prior learning and authorizing the claim

  • Evidence assessed by the assessor within the context of the particular learning outcomes for the unit.
  • Moderation of the claim (where appropriate).
  • Record of mapping and recommendation.
  • Approval of recommendation by the Course/Programme Coordinator.

Stage 5 – Processing outcomes and recording

  • Submission of assessment outcome to the Assessment Board for approval of credits awarded.
  • Record of RPL credit on the learner’s record.

Stage 6 – Informing and providing feedback to the applicant

  • The assessment decision is notified to the learner, with feedback provided (whether the claim is accepted or rejected), along with information on the next steps.

Learner advice and guidance

  • THD will support potential applicants throughout the process of application and assessment for recognition of prior learning. This includes providing guidance on the knowledge, skills, and understanding that need to be demonstrated.
  • Staff will provide advice and support for applicants seeking RPL, including information on the acceptable types of evidence and the extent of evidence required.
  • Clear guidance will be provided on how an applicant’s prior learning will be judged through the assessment process. This guidance will be provided before the applicant submits the evidence to support the claim or before the assessment task is undertaken.
  • The extent of support available will be specified in advance to RPL applicants, including where there may be limits on that support (e.g., a specified number of hours of tutorial guidance).
  • Staff will accommodate flexibility in arrangements, for example for oral questioning, where learners may have particular communication needs or other special requirements.
  • The RPL provision will be made clear in all publicity materials, including information on where prospective learners can obtain advice and guidance about pursuing a claim and understanding the process.

Staff Development

THD will provide appropriate staff development opportunities for staff engaged in advising on or assessing RPL claims.
